Ellis worked at the Meteorological Office in London, 1947-63. He joined the Labour Party in 1954, and was a member of Easthamstead Rural District Council, 1962-66. He was elected MP for Bristol North West in 1966, but was defeated in 1970. He won Brigg and Scunthorpe for Labour in 1974, but was again defeated in 1979. He was Permanent Private Secretary to the Minister of State for Transport, 1968-70, and an Assistant Government Whip, 1974-76.
